Our Mission

The CD/HLS Officer manages and directs activities under applicable Memorandums of Understanding in support of local, state and federal agencies.

CAP has no law enforcement authority, nor can it participate in hands-on law enforcement work. Its function is to assist the appropriate agencies, as tasked by the Air Force Rescue Coordination Center, with humanitarian aid, damage assessment, emergency communications, transportation of essential medical/leadership personnel to a disaster area, and other activities necessary to shorten the time to recovery of a stricken area.

As the civilian arm of the U.S. Air Force, CAP flies designated missions for the military as needed and permitted under the restrictions of the Posse Comitatus Act.

The CD/HLS Officer has the following duties:

- Processes applications for personnel entering the program.

- Maintains an adequate number of trained personnel.

- Schedules orientation programs to ensure that highly qualified personnel will be available to support needed operations.

- Develops plans and standard operating procedures to support the Wing's program.

- Serves as the advisor to the Wing Commander and the DCS Operations/Director of Operations for CD/HLS activities.
