Our Mission
The Texas Wing legal officers are responsible for advising and assisting Civil Air Patrol
commanders and unit personnel at all levels on the legal aspects of CAP operations and activities.
This assistance includes interpretation of laws, regulations, and directives; advising and
negotiating contracts and agreements; assisting with claims, insurance, fund raising, and
real estate issues; and coordination with local agencies. Legal officers are also called upon
to investigate complaints, conduct safety investigations, and review documents in connection with
personnel actions. All CAP legal officers must be licensed attorneys currently authorized to
practice law before the highest court of a state or the District of Columbia.
