Texas Wing Administrative Paperwork Processing Procedures

All forms and other requests are processed from the Squadron level through Group Headquarters before reaching Wing Headquarters. To facilitate this process, commanders at every echelon should assign both an Administrative Officer and a Personnel Officer in eServices.

All applications and requests to attend activities outside of Texas Wing will be routed through Wing Headquarters via the chain of command for approval.

National Headquarters utilizes paperless procedures for the majority of administrative functions. Units follow these procedures by submitting requests using fillable CAP Forms in Word or PDF format with electronic signature. Forms are electronically signed as follows: “//SIGNED//<Approver’s Name>”. The CAPF 11 is the exception. In order to receive credit for courses members and course directors must physically sign the form.

Wing-level Approval Procedure:

Group Administrative Officers will forward actions requiring Wing Commander approval to the Wing Forms Inbox via forms@txwgcap.org. E-mails forwarded to the Forms Inbox will contain a Group-level action log number in the subject line. The body of the message will contain the Group Commander’s approval statement and a signature element containing the commander’s name, grade, and title in order to document a chain of approval.

Final Approval Authority at the Group level:

When the Group Commander is the final approving authority for an action Group Administrative Officers will forward the approved action directly to National Headquarters for processing via lmmeforms@capnhq.gov. The e-mail will contain a Group-level action log number in the subject line. The body of the e-mail will contain the Group Commander’s approval statement and a signature element containing the commander’s name, grade, and title to document a chain of approval.

Group Commanders are the approving authority for promotions to the grade of Capt.
NOTE: Promotions in the Professional category require Wing-level approval regardless of grade.

Group Commanders are also the approving authority for Service Awards listed in the Texas Wing Supplement to CAPR 39-3. Once approved, the CAPF 2A is retained and filed at the Group and copies are distributed to the units and members concerned.

Final Approval Authority at the Squadron level:

When the Squadron Commander is the final approving authority for an action Squadron Administrative Officers will forward the approved action directly to National Headquarters for processing via lmmeforms@capnhq.gov. The e-mail will contain a Squadron-level action log number in the subject line. The body of the e-mail will contain the Squadron Commander’s approval statement and a signature element containing the commander’s name, grade, and title to document approval.

Squadron Commanders are the approving authority for promotions to the NCO grades of SSgt and TSgt. The Squadron Commander is also the approving authority for promotions to the Officer grades of 2d Lt and 1st Lt.
NOTE: Promotions in the Professional category require Wing-level approval regardless of grade.

Most personnel actions of Membership and Duty Status nature are within the approval scope of the individual unit commander.
